Wow I've been playing all this time thinking I had applied over 50 mods. I had followed every step of these instructions but didn't do the final step to deploy the mods.

Now the map interface in skyrim VR doesn't appear to have a compass. The Forgotten City is a quest mod for The Elder Scrolls V: Skyrim and The Elder Scrolls V: Skyrim Special Edition. OK option 2 of make your way to the 'Forgotten Ruins'. I've tried entering many many cities - check check and check Alternatively, you can make your way to the 'Forgotten Ruins' in the south-west corner of Skyrim. If you’re Level 5 or above, you’ll be approached automatically by a courier when you enter any city. Based on the instructions from the above link I've installed it with Vortex but I can't seem to start it. I checked back and there are a number of people successfully running this story quest mod.
